## Transcript

This episode focuses on journey-to-work data. Census data becomes useful when the population, measure, geography, and time period are stated before anyone searches for a number.

ACS journey-to-work measures generally describe workers age sixteen and over who were employed and at work, not every resident and not every trip. Read the universe before interpreting mode, time, departure, or workplace geography.

Means of transportation reflects the usual mode during the reference week under survey definitions. Travel time is not congestion by itself, and working from home changes both numerator and context.

Residence-based commuting data answers where workers who live in an area travel. Workplace and flow products answer different questions. None directly predicts trips generated by a proposed development.

Torrance application segment. This local application is separate from the Census Academy instruction. The cited City of Torrance primary source is Transportation Analysis Requirements for Private Development, published at https://www.torranceca.gov/Government/Departments-Offices/Departments-Offices/Public-Works/Traffic-Engineering/Transportation-Analysis-Requirements-for-Private-Development. For a local analysis, use ACS commuting data only as background and follow the City's separate VMT and circulation-analysis requirements for a project. Do not present City policy or administrative records as Census Bureau findings, and do not present a federal estimate as adopted City policy.

Keep a reproducibility packet containing the question, source URLs, exact vintage, table or query, geography codes, raw result, calculations, and uncertainty note. This narration is an original synthesis of cited U.S. Census Bureau government works and separately cited City of Torrance material. Third-party videos, software, graphics, and linked works are excluded. This product uses Census Bureau information but is not endorsed or certified by the Census Bureau. It is not an official City product and does not imply City endorsement.
